The Surface is markedly different from Igen. For one thing, it has sunlight. For another, there are no dragons.
The surface is much more conservative than Igen and in general Igen itself is regarded as a bizarre, fairytale-like place. Most pernese regard Igen citizens as strange, twisted individuals for wanting to live in such a place. Most stories of Igen are assumed to be fake, as there is surely no such thing as talking firelizards!
When brought to the surface Igen firelizards temporarily lose their abilities to speak. Black dragons fall dangerously ill and will not Rise so long as they are above ground. Red dragons will complain of the bright lights and will also fail to Rise or clutch. Gray dragons have thus far been unable to return to the surface, much like those individuals who have returned from the dead.
Someone who has died and returned to the dead is unable to return to the surface. They will feel lightheaded and ill as they approach the surface and will eventually be forced back into the Neath. If they are brought to the surface anyway they will eventually fall into a coma and die.
