The culture of the holds is undeniably hedonistic. Most citizens are irresponsible to a fault due to the difficulty of actually permanently dying. Gossip is the activity of choice in Igen and sometimes secrets make for better currency then marks. This is perhaps because of the encouragement of the Masters who strive to keep the public entertained and thus content.
Violence is common in Igen and underground fighting rings featuring firelizards, whers and men are all popular. Hunting has recently seen an extreme resurgence with the discovery of Neath Beasts, as the awful monstrosities from the wilds are called. The Enforcers make an effort to break up illegal fighting rings and to stop poaching but they simply don't have enough manpower to stay on top of it all.
For all of its flaws, the culture of the Neath is undeniably more liberal than the surface. Women have equal rights to men and may own property, divorce and have scandalous public affairs. Same sex marriage was legalized by the Masters once they realized that humans have different sexes and dragons have been allowed to own property for several turns. The citizens of Igen are unfortunately cold to immigrants as they view most surfacers as closed minded.
The people of Igen have a love-hate relationship with the Masters. Most of their frustration with them is instead taken out on the absent Weyrwoman, who can't hear them and is also not in charge of a group of not-so-secret teleporting police.
